James L. Rosengren, MHA, LFACHE

Chairman of the Board and Executive Chairman

As Heritage Health Solutions' Executive Chairman James is responsible for overseeing the operations of the company, as well as focusing on the strategic vision of Heritage. Under his leadership, Heritage has secured a myriad of pharmacy and health care services contracts with the Departments of Veterans Affairs and Justice, respectively. Prior to starting Heritage, James was Vice President of Political and Government Relations for HealthNet®. A Service-Connected Disabled Veteran with more than 21 years in the United States Army Medical Service Corps, James served in both clinical and administrative environments including outpatient clinics, community hospitals, and tertiary care teaching facilities. He is a Lifetime Fellow of the American College of Health Care Executives (LFACHE), a recipient of the 2012 ACHE Top Leader-to-Leader Program Award in the Hospitals, Health Systems and other Healthcare-related categories, a recipient of the 26th Congressional District's Congressional Veteran Commendation, and a 2015 recipient of the Professional Achievement Award from the University of Central Florida's Alumni Association and the College of Sciences. James received his Master's in Health Care Administration from Baylor University in addition to being selected as an adjunct professor at Trinity University concurrent with responsibilities as a graduate school candidate preceptor. 

Tonya Clark, MPA, CPA

Chief Executive Officer and Treasurer

Tonya Clark is Heritage Health Solutions' Chief Executive Officer and Treasurer. She has 20 years of financial operations, tax, and management experience and is responsible for managing all the elements of Heritage's operations.  Tonya began her accounting career with PwC, LLP where she focused on state and local tax and financial system implementations. During her time at PwC, Tonya served as project manager for Vertex and Taxware implementations at Fortune 500 companies and mid-cap companies in a variety of industries including oil and gas, manufacturing, distributing, and high-tech. Tonya also partnered in a boutique accounting firm where she served as a financial and tax advisor to professional service firms, manufacturers, physician practices, and high net worth individuals.

In 2015, Tonya was awarded CFO of the Year by The Dallas Business Journal for exemplifying exceptional performance that contributes to Heritage's success.  Tonya is the treasurer on the board of the Nightscout Foundation. She holds a Bachelors of Business Administration in Accounting and a Master of Public Accountancy in Tax from the University of Texas at Austin and is a Certified Public Accountant in Texas.  She is a member of the American College of Healthcare Executives and Financial Executives International.

Lisa Watrous

Vice Chairman and Senior Advisor

Lisa Watrous is the senior advisor to the CEO and Executive Committee. With over 30 years of experience in finance and human resources, Lisa has held management positions in both profit and non-profit organizations. Lisa's mantra, "To be active in the communities we live, work and serve," evolved in 2009 when she founded Heritage Health Solutions Academic Excellence Foundation, a 501(c) (3), non-profit scholarship program that is financed through individual and corporate donations.

Allen Walker, JD

Executive Vice President, General Counsel and Secretary

Allen Walker has practiced law as in-house counsel for more than 30 years. Prior to joining Heritage, she served in senior level positions with corporate legal departments at Concentra, Inc. and Viant, Inc. Prior to that, she held senior legal counsel positions in telecommunications and retail corporations. A graduate of Texas Christian University and Southern Methodist University Law School, she is a member of the Texas Bar Association, the American Bar Association and the American College of Health Care Executives.

Robert J. Rookstool, MD

Board Member

Robert Rookstool, MD joined Heritage Health Solutions as a board member in 2017. He is a Board Certified Family Physician with extensive clinical and emergency medicine experience. Bob is currently the Emergency Department Medical Director at Island Hospital in Anacortes, Washington where he also serves as the Emergency Department Committee Chair and Medicine Committee Member.

In 1991, Bob was commissioned as an officer in the U.S. Navy where he was a staff physician and served in leadership roles such as Chairman of the Infection Control Surveillance Committee, Chairman of the Executive Committee of the Medical Staff, Physician Advisor for Performance Improvement, Chairman of the Family Advocacy Case Review Committee, Clinic Division Leader, and Chairman of the Family Advocacy Program. Currently, Bob serves as a Battalion Surgeon in the U.S. Naval Reserves Medical Corps and holds the rank of Captain.

In addition to being certified by the American Board of Family Practice, Bob is also a member of the American Academy of Family Physicians and the United States Association of Family Physicians. He attended West Virginia University where he earned a Bachelor of Science degree in Animal and Veterinary Science and a Doctorate of Medicine from the School of Medicine. Bob completed his residency in Family Practice at the Naval Hospital in Pensacola, Florida.

Doug Kollasch, MSBA

Board Member

Douglas Kollasch joined Heritage Health Services’ Board of Directors in 2015. Before joining the Board of Directors, Doug was responsible for an Occupational Medicine Contract overseeing a Super Fund Site Cleanup. Additionally, Doug served for over 28 years in the United States Navy; he enlisted in 1971 serving in clinical positions both in the United States and overseas. In 1981 Doug received a commission in the Medical Service Corps serving in small to large clinics; rural hospitals to large teaching hospitals and in several administrative positions.

After retiring from the Navy, Doug continued his work in Health Care Administration working in large teaching facilities as well as being responsible for the delivery of all health care in Washington’s state largest prison for several years. Subsequently, he went on working in health care contracting.  In his over 40 years in health care, Doug has worked in all aspects of Health Care from clinical, administrative to contracting. Doug received a Bachelors of Science in Health Care Administration and a Masters of Science in Business Administration.

Ericka Y Dunlap, BA

Board Member

Ericka Dunlap joined Heritage Health Solutions’ Board of Directors in 2017. In addition to serving on the Board of Directors, Ericka is responsible for public relations at Crown Communications Group overseeing diversity and inclusion initiatives. She is a motivational speaker with over 15 years of experience in business development, strategic marketing, and communications. As a public relations consultant, Ericka has created innovative, thought provoking public relations, and branding campaigns that amplify media reach and connect target audiences.

In addition to being crowned as Miss America 2004, Ericka has received many awards and recognition for her philanthropy and contributions to social change. As a social philanthropist, she has raised thousands of dollars to advance the missions of viable community organizations. Ericka also serves on the Board of Directors of the Boys and Girls Club of Central Florida, Orlando Gay Men’s Chorus, LiLa Foundation for Haiti, Mercy Drive Achiever Club, and the Executive Leadership Team – Greater Orlando American Heart Association. She received a Bachelor of Arts in Public Relations and Advertising from the University of Central Florida.

Dan Riser, MS, CPA

Controller and Vice President, Finance

Dan Riser is Controller and Vice President of Finance with responsibility for Heritage’s financial planning and reporting, accounting, tax, audit, and treasury functions. His team partners with operating personnel to ensure the organization’s financial systems and procedures are properly positioned to provide the best possible support for Heritage’s clients. Before joining Heritage, Dan had worked at Ernst & Young, LLP and one of the nation’s largest non-profits.  He holds a Bachelor of Business Administration in Accounting and a Master of Science in Accounting from Texas Tech University and is a Certified Public Accountant (CPA).

 

Marty Upton, BA

Vice President, Information Technology

Marty Upton serves as the Vice President of Information Technology. Marty's primary role is to provide the strategic vision for IT that encompasses the needs of the organization while maintaining information security. He has a wide range of technical and managerial experience through his 14 years of IT experience. Marty has experience in multiple residential and small to medium size business platforms where he has designed and implemented information systems, performed routine maintenance, and repairs. Marty graduated from the University of North Texas with a Bachelor's in Business Administration and is a member of the American College of Healthcare Executives.

Randy Raines, MA

Vice President, Federal Programs

Randy Raines joined Heritage Health Solutions on April 1, 2010 as an Implementation Lead for the United States Marshals (USMS) National Managed Care Contract Pharmacy Program.  Today, he is Vice President of Federal Programs.  In this role, he leads the Program Management Team and the Customer Care Center, all of which provide dedicated support to the Veterans Administration and United States Marshals Service.  The commitment of Federal Programs is not merely to ensure contractual performance, but to exceed expectations and delight of our clients.

Prior to joining Heritage, Randy was with EDS Corporation for 22 years.  His varied roles at EDS included: Technical Recruiter; Sales Representative; Senior Training Specialist; Business Planning Consultant; Senior Facilitator; and Manager, University Programs.  Randy served 11 years on active duty with U.S. Army was privileged to command a Special Forces A-Team.

Randy earned a Master of Arts (Management & Supervision) from Central Michigan University and a Bachelor of Arts (Sociology) from Chapman University.  Randy is a member of the Society for Organizational Learning. 

Christie C. Smith, MBA, R.Ph., CCHP

Senior Director, Clinical Services

Christie Smith brings years of experience to the clinical department of Heritage Health Solutions.  In her role as the Senior Director of Clinical Services, she is responsible for leading the company’s clinical management team regarding drug utilization, medication therapy management, formulary development and management, and the implementation and monitoring of clinical programs.

Prior to joining Heritage, Mrs. Smith held a position as the senior managing partner at The Pharmacy Care Team.  Mrs. Smith also possesses extensive experience as a consultant pharmacist and disease state management pharmacist to patients, physician groups, employer groups, payors, and managed care plans specializing in the area of home infusion and oncology.  Her past positions have afforded her a strong background in the areas of customer service, quality assurance, and drug utilization review.

Christie received her Bachelor of Science in Pharmacy from the University of Texas at Austin and a Master of Business Administration from the University of Dallas.  She is certified as a Correctional Healthcare Professional and Medication Therapy Manager and also holds a license to practice pharmacy in Texas.  Christie mentors pharmacy students in the Student National Pharmaceutical Association at the University of Texas at Austin College of Pharmacy and is also a member of the National Pharmaceutical Association, the American Society of Health System Pharmacists, and the American Pharmaceutical Association. 

Patti G. McCoy, M.A.

Senior Director, Marketing

Patti McCoy is the Senior Director of Marketing for Heritage Health Solutions.  She is responsible for leading the overall growth and direction of the company’s brand image, marketing initiatives, and media platforms.  Patti also develops and executes the company’s marketing strategy, grows the demand for Heritage’s network of integrated health care services, cultivates opportunities in new and existing markets, oversees website design and content, optimizes all aspects of customer interaction, and initiates and maintains all public relations and community relationships to help benefit and promote Heritage’s image and business model.

Prior to joining Heritage, Patti held strategic marketing positions at PRIMEDIA Health Care, Inc.; Johnson & Johnson Medical, Inc.; Ethicon Endo-Surgery, Inc.; and Ethicon, Inc. Patti served seven and a half years in the United States Air Force as a commissioned officer before her career in the health care industry.

Patti is a graduate of Smith College Leadership Consortium in Strategic Marketing. She also holds a Bachelor of Science degree in Speech Language Pathology and Psychology from Texas Woman’s University and a Master of Arts degree in Management from Webster University. She is currently a doctoral student in Marketing at Walden University. Patti also is a member of the American College of Health Care Executives and serves as Vice Chairperson on the Board of Directors with Texas Woman's University Foundation, and also serves as Vice President of Communications with the AUSA North Texas - Audie Murphy Chapter.

Victor Jimenez, MBA, CPCM, MCCM, MGCM

Director, Contracts Management

Victor Jimenez joined Heritage Health Solutions in June of 2014 as the Director of Contracts Management.  He brings with him 22 years of contract experience that includes both Federal and Commercial contract engagements.

Prior to joining Heritage, Victor was with Energy Future Holdings, DynCorp International, Raytheon, Siemens, and Nortel Networks, Inc. Victor earned a Master of Business Administration and Bachelor of Science in Management from Amberton University.  He is also certified as a Professional Contracts Manager, Lean Six Sigma Green Belt, Master Commercial Contract Manager, Master Government Contract Manager, and Master Business Analyst.  Victor is a member of the National Contract Management Association. 

Anthony von Reichert, BA

Director, Human Resources

Anthony von Reichert is the Director of Human Resources. In this role, he is responsible for recruiting and handling all facets of human resources for the company.

Anthony began his career in the Telecom sector and brings Heritage more than 15 years of HR expertise. Anthony lived abroad for many years and held human resources roles for LMD Africa Chartered Accountants; Pricewaterhouse Coopers South Africa, as well as the Center of Disease Control, and the U.S. Embassy in Pretoria, South Africa. Anthony attended Arkansas Tech University where he received two Bachelor of Arts degrees in music and one in linguistics.

Vanessa Garcia, BS, CPhT

Senior Manager, Customer Care Center

Vanessa Garcia is the Senior Manager of the Customer Care Center. She is responsible for developing and implementing the Heritage customer care policy, leading a team of certified pharmacy technicians, and managing customer inquiries. In addition to five years of experience as a customer service representative, Vanessa has nine years of experience as a pharmacy technician in the retail and health care industries. She received her Bachelor of Science degree in Professional Education from Texas Woman’s University.
